What is a Minnesota PCA Agency Bond?
Minnesota Health Care Programs (MHCP) is a division of the Minnesota Department of Human Services and requires PCA Providers to post a $50,000 surety bond (DHS-6033) as part of first-year licensing.
The PCA Provider Agency Enrollment states that "Your initial personal care provider organization (PCPO) or personal care assistance (PCA) Choice application to enroll with Minnesota Health Care Programs (MHCP) must include all items listed in this section.
In addition to the $50,000 PCA Agency Surety Bond, the requirements specify that the applicant must also provide a $20,000 Fidelity Bond, which is more commonly referred to as a "Business Service Bond." The Fidelity bond protects clients from theft, larceny, or other such unethical behavior by a caretaker while on premise with a client.

Why is a Minnesota PCA Agency Bond Required?
Citing the official bond language in DHS-6033:
The purpose of this obligation, which is required by Minnesota Statutes, Section 256B.0659, Subd. 21(a)(2), is to secure the compliance by Principal with the terms of Minnesota Statute, Chapter 256B, of all rules made by the commissioner, and any other legal obligations arising out of the Principal’s conduct as a personal care assistance provider agency.
